Should we consider technology?

I tried to find out the number of CMS tools doing business in the industry. I browsed through internet and I got a remarkable list on Wikipedia. This list of CMS tools is divided into different categories based on their technology. For example, few CMS tools are developed in Java while few are in PHP.
I got curious to know about the role of these technologies in CMS selection. If an organization decides to go for a CMS tool, should it consider the technology it is built into?
